They do come with downgraded electronics, weapons suite and radar package. Most of the very expensive and difficult maintenance must be done by USAF. And all parts the will be stored in Canada are not ours to use. USAF will dictate who needs parts and where they will come.

In May 2025 F35 took off and landed from a highway first time in Finland. How ever you are right, it was pretty much for show, not for go. F35 requires service, repair and replenishment that can only be done in airport/hangar setting, if we are allowed parts all under US control
