set astc decompression to use gpu and disable recompression. you do need a pretty fast gpu with at least 8gb vram for this. mine has 4 so i can only watch like 2 cutscenes before it starts stuttering again

yuzu does render bayo 3 cutscenes properly (other than random flickering)
