Re: Today's ICE Raids in the City of LA

As City Controller, we will be formally requesting information from the LAPD to determine the financial impact these ICE raids have had in using City resources, such as the LAPD’s involvement and response to the resulting demonstrations.
We are horrified by the federal government laying siege to our beloved City and terrorizing members of our community in coordinated and widespread ICE raids today. These raids are cruel, tear families apart, and are an affront to who we are as a city. Attacking and corralling community members from local hardware stores and warehouses is just another instance of dehumanizing immigrant workers. The City of Los Angeles is built by immigrants. LA is stronger, better, and a true testament of our principles when we welcome and care for our immigrant neighbors. The City of LA’s Sanctuary City Ordinance prohibits City resources from being used to aid federal immigration enforcement. However, today, the City witnessed through videos and media coverage Los Angeles Police Department (LAPD) officers within the vicinity of ICE raids. LAPD’s presence raises serious questions about whether we are abiding by our City’s mandate as a Sanctuary City and is a cause for concern and confusion regarding LAPD’s role. I have begun communications with LAPD leadership to determine the reason behind LAPD’s presence at today’s raids. A preliminary explanation offered by LAPD is that LAPD is deployed to calls for help regardless of who is requesting their assistance, e.g. ICE, another agency or a member of the public. While we await formal answers to our community’s questions, my Office will be assessing the impact that today’s activities have had on our city resources and your tax dollars. As City Controller, we will be formally requesting information from the LAPD to determine the financial impact these ICE raids have had in using City resources, such as the LAPD’s involvement and response to the resulting demonstrations.

NEW Map & Analysis: 41.18 Arrests

We created a map that shows details of arrests from 2012 to 2023 under LA Municipal Code 41.18, which criminalizes sitting, lying, & sleeping, or placing personal property in the public right-of-way in certain instances.
An animated gif of each year of the map, from 2012-2022, along with percentages of arrests by race. For 2012-2018, there are a lot more total arrests and they are most concentrated in Downtown LA, Hollywood, and Venice. For 2019-2022, total arrests are down from previous years. For 2012-2017, the percentage of those arrested who are Black is always between 40 to 50%. In 2018 the percentage of those arrested who are Black goes down each year. By 2022 Black people make up 19% of those arrested. From 2012-2017, White people make up about 30% of those arrested each year. Starting in 2018, White people makeup about 40% of those arrested each year. Hispanic/Latin people make up between 15-25% of those arrested each year from 2012-2019, and then arrests start rising in 2020 - they make up 38% of those arrested in 2022. The areas that are most concentrated with the highest total arrests vary - in 2019 Skid Row and Venice have higher arrests. In 2020 Venice has higher arrests. In 2019 and 22
