B) The worm branding wasn't really socialized well through the agency and ultimately the next administrator reverted it. It's a huge lesson in buy-in at the scale of government agencies. But folks' understanding seems to be "these nerdy losers just didn't get it."

I loved the worm and have a copy of the re-issued manual and treasure it. That said, A) IMO the folks who published it helped push a narrative of "remember when the government wasn't bad at design?" and that seems to have sort of stuck. But there's many things wrong with that framing. And,
