That isn’t how social media works. Most of the people who see and engage with a post will be the poster’s followers. So you’ll have exactly the wrong voters. And if you try to change that, it means you’re promoting the problematic content. So upvote/downvote cannot work for moderation.

I think what you’re describing is much like email spammer backlists, like dnsbl.info. It is inevitably a game of whack-a-mole but you can’t do better without a strong (i.e. privacy-breaking) identity verification mechanism.

I may not fully understand the falsification issue, but it does seem like private likes is the best compromise. Being able to communicate the like without publishing it seems like it would be popular for some topics, even if it means any public version of the like count is untrustworthy
