1) what you know, 2) what you don't know, and 3) what you are going to do about it. As long as you are honest and include the community you will have their trust. People sense when they are being lied to or managed.

I'm going to add a little. A few years back I ended up as the lead on a community concern that we (accidentally and with some bumps in the road) handled well. The person I worked with from our state comms team told me that you have to be honest and tell the public...
