They are doing this agency by agency at virtually all agencies. It is awful because all feds are probationary for 1 to 2 years and are supposed to not be fired just for being probationary but don’t have access to merit systems appeal rights.

Watched video from the Memphis sanitation workers strike of the 60s. Labor unions now sometimes seem too narrowly focused. E.g., federal employees union exclude GS 14/15s and employees in homeland security, broadly defined. We need a combination of unions and allies taking up the broader cause.
