All helicopters are very expensive to fly so I'm skeptical that they are used randomly by LAPD. However, I have direct experience with the Dallas Police Department's helicopters and they're invaluable tracking suspects on foot. Drones can do that. Drones often can't track fleeing vehicles, however.
