Best I can tell this was it, not a plane nerd so I can't say what it was. Looks like a cargo plane of some sort. Odds it was pulling double duty for ICE?

There is, however, also this area which is behind fences and locked gates "For residents only". Will you look at that, they also have a working fountain that I spotted through the metal fences!

I decided it was probably best to answer my own question, so I went for a walk. If the plaza with the tables and chairs that they are talking about is the one in this photo, I can't imagine these cost more than a couple of thousand dollars.
