Quick final thought: closing these loopholes and tightening the regulations is still a clear positive thing to do and helps tenants be able to afford/stay in their homes

In other words landlords relentless attempts to maximize profit at the expense of tenants that has more to do with the nature of landlordism than the actual regulations.
