I guess you'd just mix an "all red, no rights" into the cycle
for 99% of intersections in the US this would be a complete waste of time though honestly. very very little of the US has any pedestrian traffic at all
(yes i realize that's mostly because it sucks to walk bc of stuff like this)

when there's a green light, the walk signal in the same direction as the green light is on, but you're allowed to turn right

when there's a green light, the walk signal in the same direction as the green light is on, but you're allowed to turn right

Probably pretty good, considering that from 1990 to ~2015, Xinjiang was wracked by terrorism, and China has since essentially solved it by increasing quality of life for *Uyghurs through education and affirmative-action policies for minorities in general.
