If the make £10m and lose £5m so be it, but they still pay tax on £10m income. If they take income they pay the tax on it regardless. What they spend the income on is up to them and their business plan.

My guess is you will have to declare the mileage when you renew the tax each year, and any time the vehicle changes hands. I would assume they will offer monthly direct debit for you to guess what you will do in the year. We also pay 5% VAT on each KWh of electricity we put in already.
