So it feels a bit like a slap in the face when there’s no permanent position for someone who might have dedicated years of their lives helping to shape an institution (by teaching, sitting on committees, etc.) but suddenly money appears to attract researches from the US.

Totally agree and would even up you one. It’s not the case that Europe lacks talented scientists it often fails to provide opportunities for them to stay in academia however. In Germany in particular permanent positions are really rare which forces many to change careers despite doing great research
