The operations is a good point, though you might be able to contract the operations out to an American company while being funded by another country. Need to find DSN alternative too.

In the worst case scenario where we aren’t able to save these mission cuts, is there any possibility of transferring ownership to ESA, other countries, academia, or private industry?

Basically it can be used to weed out people who are in disagreement with the Trump administration, same way Musk culled twitter staff who were against him.
