Can someone explain to me under what authority Musk is doing what he's doing? Is he a government employee? Is he a government contractor? Why does he have access to the computer systems? Has he passed any type of security clearance?

His basis for saying 'the military" is that The Army Corps of Engineers are the ones that do the routine maintenance of the pumps, etc.
This routine maintenance had nothing to do with water during the fires. Weak!
