Maybe lock it behind play time with the account. As you said some would cheat PL but I don't think that it's that easy to cheat time on a account.

We atleast have 5 years for sea of thieves on the birthday of the game the creative director said they planned out what they want the next 5 years to look like.

I think they mean that the chance to encounter it was way Higher, a normal session was usually 2-3 kraken encounter for me

The fleet was my way to get the 30 chests, the Burning Blade was almost all the time occupied. I had luck the first time I got the Burning Blade, server merge and that twice so I sold 3 chests from one BB

I now have 53 chests, when the chest was new I couldn't do it solo because players got to the FoF and I am OK in PVP but not good enough to fight against big crews, fotd is also not a good option for solo. With the fleet and now again in the FoF I get the chests slowly. It's so a pain to get it done
