In that case I'd use the "I have a question about this purchase" instead of the typical refund process, and explain your situation there. It's less likely to get directed to the automatic response system but ultimately will still be their decision to issue a refund or not.

This is an automated response, I'd still recommend sending a ticket explaining your situation and trying to get a hold of an actual support staff. You can amend the ticket as far as I'm away, but this is discretionary on their part.

As far as I'm aware, Valve is not the only one that dictates when products go on sale. I believe they send out invitations to publishers for big events such as the summer and winter sales, but publishers can opt into or start their own sales whenever they want as well.

You can still get a refund even after 2 hours of playtime. The 2 hour limit is more of a "typical" limit on refunds but if you give the reasoning that the game had just gone on sale after you purchased it, it's not uncommon to still get the refund. I'd just submit a ticket and explain what happened.
