I'm an author who received a check in the mail for an F&SF story I had no idea had been accepted (possibly the first and last time that will ever happen in my writing career!), and now I understand why the system worked that way. Important thread from Charles.
After that, I didn't send out acceptances until I knew checks had been written. This created new problems. There was seldom communication about when that would happen, meaning that I couldn't answer queries about submitted stories I intended to buy without looking like I wasn't the real editor. 6/x
