In summary, our findings reveal that the power relations between UNHCR and the Turkish state are not merely one-sided; rather, they are co-constituted through continuous negotiations and interactions.

Drawing on constructionist theories and practice theory, we analyse how the handover process is influenced by the interplay between UNHCR’s advocacy of RSD norms and the Turkish state’s interpretation and adaptation of those practices.
