If these people aren't being adequately punished and just being let go by the criminal "justice" system, there has got to be social consequences at least.

You don't have to. UPS/FedEx/DHL all have these kinds of vehicles in various cities around the world in dense areas. It's not surprising Amazon decided to do it, too. More than anything, they're slow on the uptake.

These have been around for a bit now. They're a good solution to last mile delivery in a very dense urban area like Manhattan. It's much better than the large trucks blocking bike lanes.

This doesn't even make sense. It's looking like the denomination and value is $5M. It's like a prepaid credit card more than anything they're describing it to be.
