Seems like he’s saying very clearly that his votes have been about *him* and some abstract sense of not liking to be told what to do rather than any concern with the actual policy/outcome of the vote.

The headline is not a passive construction, it’s possibly worse: it’s active voice, but frames the target of the bigotry as the agent (softened with a mealy mouthed “may”). THEN it does indeed deflect Trumps responsibility even further by using the term “instinct.” So yeah—it’s some bravura enabling
