I'd argue those who wrote the laws to favor the elite are the true criminals. Money or of politics would help put a stop to this.

Don't want to be that guy but we don't control other countries. Here in the states we can recycle the lead cheaper and safer then mining it. It is so cheap it's not worth importing it. My brother designed and runs a plant that does it
