Nope. They are NOT allowed to harass anyone outside of the military. Period
I’m thankful to live not in America. I’m thankful my taxes pay for healthcare and for mothers to stay home with their newborns. I’m thankful for the homeless getting help/homes & no one goes hungry. I’m thankful for the mandatory vacation time & the extra 1 to 2 paychecks per year for it (!!)
