Democracy will not be the result of collapse. If it is collapse, it will be into autocracy, or even fascism. Democracy will only come from revolution by a well organized populace.

Just want to add that the illusion of "democracy" first required the complete destruction of the actual meaning of democracy because parties and elections aren't even part of the real meaning.

It doesn't work like that. If they had one, they'd need to test it. Moreover, the purpose of a nuclear weapon is deterrence. The last thing they'd want to do is keep it secret. Also, their facilities are under constant observation by IAEA.
