Yes, and that is what I would consider the win is. That in some way the EU have secured his involvement at a certain cost in order to rapidly address this lack of function moving forward. :)

All Trump needs to do is lean heavily into implied security threats and the EU - due to it's current set up, circumstances and the loss of Russian hydrocarbons has to fold.

In a world where Russia is at war with Ukraine, an EU that has lived under the US security blanket post ww2 and neglected sovereign defense- in particular from 90s-20s- is unable to secure a decent deal imo.
