Not to mention the resources required to use a tool. If the amount of resources needed to use the tool are significantly greater than any benefit of the resulting output I'd argue it's not a tool at all.

Seems like the mayor should get on the same page as the governor for a consistent message. Are people expected to protest or not? Protest only if it doesn't cause an inconvenience? Is it just an inconvenience for those being kidnapped regularly with no due process?

It's time for the governors and mayors to get local and state police aligned with their narrative of what should be happening.
