The gifting guidelines mainly apply in a scenario where the "gift" could be interpreted as like a sweetener or persuasion to gain business or a contract from a government agency.

That last thing might have been just an unusual scenario. The way I interpret things from my ethics training is that for a scenario like this, the "gift" doesn't really matter.
