Yes. US military members are subjected to the Uniform Code of Military Justice. The Japanese Defense Force and the US military do a lot of combined training and I was exposed to it. They even have an article in it for doing not real criminal acts.

No. If that were to happen, the all axles would be warped by the normal tires.

The reason why most modern cars do not have spares or they gave smaller spares is to improve fuel economy and that most most people that break down have ready access to towing services.
