I was trying to think of a word that best describes the current scene... suboptimal would be a good one, I think.
What model of iPad? This sort of glitching is usually an indicator the display cable is on its way out. They are very thin and delicate.
If you're lucky, a shop might be able to reseat or replace the cable (if it's replaceable, they aren't always). Otherwise, you'll probably need a new screen.
