Easy, it requires someone at the top to send that message . The person operating the drone to kill the boat would just end up locked up and with a dishonorable discharge. So the captain of the ship in command of the drones would be the one to refuse the order. Most are older about to retire. Think!

The courts have not proven the orders are legal as we haven't seen any wording like that from the court that says the president is allowed to kill people in boats because he thinks they are criminals. Were that the case wouldn't the police be able to murder anyone they think was committing a crime ?
