An EO is an instruction to the Executive Branch on how to implement policy. It is not a federal law -- Congress makes laws. How can this EO restrict states from passing laws regulating AI? Can someone explain it to me? Or is this more meaningless blather?

External shocks = oil shortages in 73 and 79? Nixon was talking about stagflation and wage and price controls in 71.
But you're right about one man's stupidity. Problem is, once you have inflation and unemployment it's very hard to get out of it.

When the inevitable Trump recession comes, we won't know how bad it is because the professionals in the Labor Dept who collect, collate, sort, organize and report labor statistics will have been fired and replaced by loyalist hacks who will fudge the numbers.
