It is important, I think, to distinguish motivation-as-process from motives-as-things. Because all meaning is context dependent (Bateson, 1974), no theory will ever be able to account for contextual variations.

I understand that COVID deaths are higher among non-white, poor communities, impacted greatly by less access to medical care, and overcrowded living conditions.
