Finally, we argue that designing youth-focused GOTV initiatives is best done in collaboration with youth, who have critical lived experience and local knowledge to offer. We illustrate this approach by describing our recent GOTV message co-design project with Penn students (see: osf.io/a6xf5_v1)

We outline how decision-making and behavior change models can be applied to understand these barriers and identify psychologically-informed strategies to overcome them, for example by increasing autonomous motivation to vote (check out our recent preprint on this! osf.io/4bcq2_v1)

We highlight psychological barriers related to information, motivation, and self-regulation, and discuss how they’re impacted by developmental features that characterize emerging adulthood (e.g. instability, mobility, reduced regulatory scaffolding and social support).

Our commentary applies a developmental lens to address this cycle. We discuss how structural and psychological barriers interact in unique ways during emerging adulthood and describe a psychologically-informed approach to developing initiatives to support youth to overcome voting barriers.

Disempowerment cycle: (1) structural and psychological barriers reduce youth voting, (2) low participation disincentivizes reps from addressing youth concerns, (3) which in turn can heighten disillusionment and further depress youth voting.

Responsive representation is a central tenet of American democracy but youth are woefully underrepresented. The combination of weak representation and low participation can create a vicious cycle of disempowerment that disparages youth voting.
