Not surprising to find that plugin hybrids are typically driven well beyond battery range. But they still use 20% less fuel. As a local commuter car (within battery range) with occasional longer travel use they still make sense.

Looks like the letter and screenshot comment apply to the Denver operations. USPTO employs over 13,500 people. A one percent reduction, in an already understaffed agency, is more than six people. We can, no doubt, expect further delays in the already backlogged USPTO operations.
