Yes, Anika. Precisely. "钟寰平" is a moniker we have down for the Ministry of Ecology and Environment “生态环境部” — appearing in their official paper and in the other state media. We have a database of these.
Thanks for the table, very useful! I see 钟寰平 appear (very rarely) on environmental topics, did that come up as a pen name when researching the article?
