It’s not, but jurisdiction can be obtained for committing a Rome Statute crime on the territory of a state party, regardless of whether the alleged perpetrator is a national of a state party. So illegal acts in Gaza or Colombia or Mexico or Venezuela could trigger jurisdiction. Theoretically anyway.
