Absolutely. Everyone controls their own preferences. When it comes down to it, Moreton will be Labor or Green, and Remah's HTV is putting Labor above Citizens, so if you did follow it, you'll still get Labor first if Remah doesn't get in.

It’s the Greens, Labor and 6 right wing parties. It’s a bit pointless to argue over who’s the best of a bad bunch. But if I have to, the citizens party are at least running on ending AUKUS, independent foreign policy, nationalising energy and breaking up the big four banks.
