There is a Michigan law that Ford *might* have violated as it decided to suspend Sabula over his calling Trump a "pedophile protector."
MCLS 423.508(1) states: An employer shall not gather or keep a record of an employee's ... communications of nonemployment activities, except if the information is submitted in writing by or authorized to be kept or gathered, in writing, by the employee to the employer. This prohibition on records shall not apply to the activities that occur on the employer's premises or during the employee's working hours with that employer that interfere with the performance of the employee's duties or duties of other employees. If, in the process of deciding to suspend Sabula, Ford made a record of Sabula's shouting at Trump that Trump is a "pedophile protector," then Ford arguably violated this statute. If Ford did violate the statute, then Sabula would be entitled, at a minimum, to a court order compelling compliance and renumeration for the actual damages he suffered.

Here, Trump is federalizing the DC police under other laws, most notably the Home Rule Act.

The law says that emergency control cannot extend past 30 days unless authorized by Congress.

So if Trump federalizes the DC police for 30 days, and then an actual emergency occurs in which he might actually need to federalize the DC police, he would have to wait for Congress to authorize it.
