The scammers are the ones creating the deep fakes that impersonate someone with credibility to make it appear that the credible person said something that they did not say.

The arms race with the scammers continues: This kind of deep fake calls for more difficult vetting: not only do we have to determine wheter they're a reliable source, but also we have to figure out if it's actually the person it's claiming to be.

Here's a good podcast on the "endangerment finding" from the excellent Shift Key series. It can serve equally well as an introduction or refresher course on the finding, with commentary on the legal and policy issues surrounding the effort to rescind the finding.
