I think it's because of this language in Article I, Section 5 of the Constitution: "Neither House, during the Session of Congress, shall, without the Consent of the other, adjourn for more than three days". They don't want to have to ask for the Senate's consent.

As I read the bill, it would also apply to applicants for adjustment of status who travel on advance parole and thus become inadmissible under 212(a)(7), as well as some people granted asylum. I blogged about this last year when the bill passed the House: blog.cyrusmehta.com/2024/04/lock... .
