Well it is a long story tbh.
About 200 million years ago, dinosaurs roamed eath.
They died; some got converted to oil, peat & coal for electricity generation. With electricity came electronics and electronic transmission. Finally Nigeria passed laws in 2022

SMTP & it's other equally popular alternative(IMAP & POP3)
are actually the most common forms of electronic transmission would you believe.These are the stuff used for emails. This might have changed since I checked some years ago.
PS: I am not an expect on incompetence nor on pointless arguements

With no training required for INEC observers.

Zenith Bank does not need to train it's staff (badly too)for me to do online banking on it's app, nor even Amazon for me to order a Babolat Racket.
They all use HTTPS, and I meekly suspect INEC would do the same too.

Online voting is also cheaper, by a wide margin, once the applications (website, mobile app or webtv app) have been developed as the only costs associated wih it, is just disk space for databases, really. No Ballot paper printing or polling station required.

Electronic tranmission generally involves the use of HTTPS. Most things "online"/"web" relie on HTTPS, a secured formed of electronic transmission used by Zenith bank & even INEC.
FTPS & Remote Sockets are other popular forms of electronic transmission just like HTTPS.
All relie on TCIP

All problems are solvable as the Kenyans demonstrated in July 2024 by solving the problem around conflict of Interest, by striping the president of this power. It will be odd a football team for eg selecting a referee on their payroll for a FIFA Champion Cup match

The will to Implement these laws may be lacking either due to corruption or sheer incompetence. Sheer incompetence as Estonians have been voting online since 2005. Sadly INEC top officials are appointees of the president bringing into question issues of conflicts of Interest

There were laws that were not added, removed or improved.
i.e.
Adding laws for Advance voting(Estonia has these).
Removing Indirect Primaries(unbeliveably corrupt)
Improving penalties for electoral fraud(these are peanuts
compared to the gains)
Improving INEC's indenpency

The laws are there and were passed in 2022.
i.e
1. Laws enabling the use of electronic devices (for example a mobile app running on a mobile phone)
2. Laws enabling the transmission of these votes electronically

I was one of those that campaigned for it, and know it in some details.

The proof of Local Government Area of Origin (and consequently proof of State of Origin, as LGAs are under states) is a compulsory requirement for Biometric passports; with some Nigerians able to apply for this online when & if their state has made it easy

In essence, a Nigerian in Burna can vote so long as they originate from a Local Government Area (section 12(a) of 2022 Electoral Act) and if the Nigerian Electoral Commission decides to use a mobile app for voting; as stated in sections 47(2) & 50(2) of the same act.

PS: Near absolute dislike of anything related to cryptocurrencies but absolutely interested in the Blockchain Technology; the same way I am interested in HTTP. I would properly view HTTPCurrencies if such existed( though it may have more use cases ie 8.8.8.8)
