Same thing happened with roads and streets; in the 1920's Americans were getting up in arms about hit-and-runs and such, and were mobilizing to restrict cars; the motor industry proceeded to flip the table, and made it so that if someone was hit by a car, it was 'their' fault for blocking traffic.
