When you have universal healthcare, universal prenatal screening, paid parental leave, and infants not entering group care within weeks of birth, the risk environment is different. Public health decisions aren't made in a vacuum; they're built around the realities of the system they're trying to safeguard. Important to notice: killing random people at sea has a purpose: desensitize the electorate to the dictator killing people. Which can then turn into normalizing threats to kill political opponents, which then leads to actual political executions.
