Obviously, the bill has to pass for SNAP to get funded. If it doesn't pass, then the shutdown continues.

If the bill doesn't get passed, they're in the same position. If the bill gets passed, then SNAP gets funded. It's pretty damn simple.

He was able to do it because the gutless GOP Congress voted to allow these recissions. The GOP congress could do the same with SNAP, and then they'll pay a price for that.

His claim was that there do budget passed to allocate the funding. He's not legally allowed to rescind the funds once they're allocated, and would need Congress to approve any rescission. Now Trump's a POS, and I wouldn't put anything past him, but he'd have to burn the constitution to get
