Then, it's much easier to wait to abolish at end of or - in extreme - 6 months into financial year
On the other hand: The tight timetable might 'force' govt into a slimmer version of the Bill which can pass in time.

Although big inequalities by area - which I guess is not primarily a supply issue ? Well, could be supply/comms not serving the shape of population perhaps

Yes - I share that suspicion (or at least, both supply and demand) - but I suppose there could be a broader fall in trust/medicine

not the point you're raising here - but re the data on falling uptake of several screening progs - are you aware of any good analysis on 'why'?
