美国医保公司敢于肆无忌惮地拒付，重要原因是最高法院有判决，使用雇主购买的医保的人不能因为被拒付起诉医保公司，自己购买医保的才可以起诉。医保公司还会训练员工对有权起诉和没权起诉的客户区别对待。
