Student Blinded by Federal Projectile at California Protest
Santa Ana, California — A 21-year-old college student said his life has been permanently altered after he was struck in the face by a projectile fired by a federal officer during a protest against immigration enforcement in Southern California earlier this month. Kaden Rummler said he was hit at close range during a Jan. 9 demonstration outside a federal immigration building in Santa Ana, where protesters had gathered following the fatal shooting of a woman by an Immigration and Customs Enforcement officer in Minneapolis. Rummler said he was rushed into a six-hour emergency surgery on his left eye and is now blind in that eye, leaving him without depth perception and unable to drive. His attorney said fragments of metal and plastic remain lodged in his skull. A second protester, Britain Rodriguez, told the Los Angeles Times that he was also blinded in one eye by a projectile fired by federal agents during the same protest. Video from the scene shows officers in riot gear advancing on demonstrators and firing crowd-control munitions as protesters shouted and moved forward. The Department of Homeland Security declined to specify what type of projectile was used. A DHS spokesperson said protesters were violent and claimed Rummler’s injuries were exaggerated, while confirming he was the demonstrator taken to the hospital. Rummler has been charged with misdemeanor disorderly conduct and is considering legal action. His attorney said doctors are seeking information about whether the projectile materials could be toxic. Experts have called for an independent investigation, questioning the use of such force at close range during crowd control. FAA Restriction Limits Drone Filming of ICE Activity
Minneapolis, Minnesota — Federal aviation officials have quietly expanded the use of drone flight restrictions to include Department of Homeland Security facilities and mobile operations, a move that could significantly limit the ability of journalists, activists, and the public to document immigration enforcement actions. The Federal Aviation Administration has issued a new temporary flight restriction establishing a drone no-fly zone within 3,000 feet horizontally and up to 1,000 feet in altitude around DHS facilities, vessels, and ground vehicle convoys. According to the FAA notice, these zones are now classified as “national defense airspace,” placing them in the same category as military bases and Department of Energy research sites. Unlike previous restrictions, which applied only to fixed locations, the updated order extends protections to mobile DHS assets, including Immigration and Customs Enforcement vehicles operating nationwide. Violators could face criminal charges, civil penalties, and the permanent loss of authorization to operate drones. The notice also authorizes mitigation measures, including interception, seizure, or destruction of drones deemed a security threat. The policy shift arrives as consumer drones have increasingly been used to record law enforcement activity, including ICE arrests and crowd-control operations. Critics argue the rule effectively criminalizes aerial documentation of federal agents, while DHS has offered no public explanation for the change. The agency’s own surveillance practices have drawn scrutiny in the past. Federal drones were previously detected monitoring protests in Minneapolis following the police killing of George Floyd and later at anti-ICE demonstrations in Los Angeles. DHS and the FAA have not publicly commented on what prompted the latest restriction. Democrats Back DHS Funding With Limited Constraints on ICE
Washington, District of Columbia — Democrats are defending a bipartisan Department of Homeland Security funding bill as a way to impose limited oversight on Immigration and Customs Enforcement while rejecting calls from some progressives to shut down or defund the agency outright. The $64 billion DHS spending package keeps ICE funding flat at roughly $10 billion, despite growing anger within the Democratic Party over aggressive immigration enforcement under President Donald Trump. Supporters of the bill argue that a government shutdown or short-term funding measure would leave ICE largely unchecked, since the agency is already sitting on $75 billion in previously approved funding. Sen. Patty Murray of Washington, the top Democrat on the Senate Appropriations Committee, said the bill introduces modest but meaningful constraints. Those include $20 million earmarked for body-worn cameras for ICE and Customs and Border Protection officers, mandatory de-escalation training, and guidance reminding officers that Americans have the right to record interactions with federal agents. Democrats also pointed to new oversight provisions designed to track how DHS spends its expanded budget and to restrict the administration’s ability to shift funds between accounts without congressional approval. Murray and other leaders argue those guardrails would disappear under a shutdown or continuing resolution. Still, frustration remains high among immigrant advocates and progressive lawmakers, particularly after recent ICE operations in Minnesota. With DHS funding set to expire Jan. 30, Democratic leaders say avoiding a shutdown remains a priority as they look ahead to the 2026 midterm elections. Noem Alleges 10,000 Migrant Arrests in Minneapolis
Minneapolis, Minnesota — Homeland Security Secretary Kristi Noem alleged Monday that federal authorities have arrested more than 10,000 migrants in Minneapolis as part of the Trump administration’s expanded immigration enforcement campaign, a claim that has not been independently verified and has drawn immediate skepticism from immigration experts. In a post on X, Noem asserted that DHS has arrested “over 10,000 criminal illegal aliens” in the city, including 3,000 in the past six weeks. She alleged those arrested were responsible for violence and public safety threats, though DHS did not provide detailed documentation or data supporting the figures. A department release reportedly listed some names but did not explain how arrests were categorized or whether they occurred exclusively within Minneapolis city limits. Immigration analysts quickly questioned the claim. Aaron Reichlin-Melnick of the American Immigration Council responded that the figures appear “highly inflated” and warned they should not be trusted without independent verification. DHS has not released arrest logs, court records, or corroborating statistics to substantiate the announcement. Minneapolis has been a focal point of the administration’s immigration push following the fatal shooting of Renée Good by an ICE officer earlier this month, which triggered nationwide protests. Administration officials have defended the officer’s actions and have alleged that Good interfered with law enforcement, characterizations that remain disputed.
