I just finished reading "The Tomb of Dragons", Katherine Addision (Sarah Monette), 2025 Tor/Solaris. It's the 3rd novel in the Cemeteries of Amalo series, and I loved it. And the emperor (of the Goblin Emperor) plays a role.
