It’s been a “ tug of war” with the FAA budgetary constraints aka Congress thru both Republican and Democrat Administrations since the strike in 1981.
It’s cheaper to pay overtime than hire new employees.
The FAA is keeping bare minimums waiting for technology ( AI etc) to further reduce staffing .
