You're speaking as if there aren't fabrics available designed to be worn in the heat. Shorter waits, lines, and parade time are a more advantageous benefit for people who can't handle being in the heat for long tbh. Suiting in any capacity is already something that requires planning and mindfulness.

The rules literally state there are accommodations for people with special needs who want to attend the parade.

The rules state they have special accommodations for them if you read them. The requirement isn't that only fullsuits can enter, just that no skin shows and you try to look like your character. The shorter line is actually better for people who can't spend too long in suit at a time.

It's not segregation. It's placing requirements for an event that takes way longer to complete when cosplayers and poodlers flood the line. Fullsuiters and magic makers risk overheating more in a longer line. There's nothing wrong with poodling, but for an organized public facing event, this is good
